Youth Homelessness

If this community has received $2.2 million, it boggles the mind to consider how much money larger communites, such as Los Angeles and New York have received for a homelessness program that appears to have no clear understanding of how many people need to be served or how they are too be served. This is a huge amount if money for a small group of people. Are these 18 to 24 year olds to be given money? Are they to be given benefits such as food stamps and housing and methadon? What criteria are being used which qualify these people for these benefits? This seems to be the most confused social spending I have yet to read about.
